Under the visionary leadership of the Honourable Dr. Joyelle Trizia Clarke, the Ministry brings together four pivotal portfolios: Sustainable Development, Environment, Climate Action, and Constituency Empowerment.

Dr. Joyelle Trizia Clarke, the Ministry of Sustainable Development, Environment, Climate Action & Constituency Empowerment champions the integration of ecology, economy, and empowerment. By uniting sustainability planning with environmental stewardship, climate readiness, and community engagement, the Ministry ensures that St. Kitts and Nevis is positioned not just to adapt — but to thrive — in a rapidly changing world.

Department of Sustainable Development

This department drives strategic planning and cross-sector coordination to achieve long-term national growth aligned with the 2030 Agenda for Sustainable Development. It manages the integration of sustainable principles across land use, infrastructure, public investment, and resource management — ensuring that growth is inclusive, ecological and future-proof.

Department of Environment

Charged with the protection and management of the Federation’s natural heritage, this department oversees biodiversity conservation, pollution control, waste-management policy, coastal & marine ecosystem protection, and environmental awareness. It ensures that the health of our ecosystems supports the wellbeing of our people and resilience of our communities.

Department of Climate Action

With climate change posing critical risks to small islands, the Climate Action unit leads in adaptation and mitigation efforts — including the coordination of national commitments (such as NDCs), greenhouse-gas inventories, climate-resilient infrastructure, and partnerships to mobilise funding and technology. It aims to build a climate-ready St. Kitts and Nevis.

Department of Constituency Empowerment

This department ensures that citizens and communities across all constituencies are actively engaged in the nation’s sustainable agenda. Through outreach, capacity building, local planning support and community-led initiatives, it empowers individuals to participate meaningfully in sustainable development, environmental stewardship and climate resilience — strengthening cohesion and representation at the grassroots.
