Hon. Senator Isalean Phillip

The Honourable Senator ISALEAN FELICITEE CIARA PHILLIP, Minister with responsibility for Social Development & Gender Affairs; Youth Empowerment Ageing & Disabilities is a citizen and resident of St. Kitts and Nevis. She is a qualified and experienced researcher and policy professional with a background in social policy research and development. She obtained a Master of Arts in Women and Gender Studies with a Certificate in Policy Development and Implementation from the Saint Mary’s University in Halifax, Nova Scotia, Canada.

As a policy professional Isalean has worked with non-profit organizations and international agencies to lead and manage various aspects of policy development and program implementation. Recognized for pioneering research, Isalean has published papers and award-winning essays in academic journals and is a former recipient of the Governor General’s Academic Medal for Research Excellence in Canada.                                                                                
Known for her involvement in youth and community development in St. Kitts and Nevis, Isalean is a former Commonwealth Youth Ambassador, alumni, and former Vice-President of the St. Kitts National Youth Parliament Association. As the youngest member of the Federal Cabinet, Isalean is passionate about raising the profile and standard for women and youth leadership in public and political life.

She is an advocate for social justice and seeks to improve systems and build programs that help to support the equitable and inclusive upliftment and protection of people, especially the most vulnerable and marginalized.

    2. Upgrades (security and infrastructural) to Irish Town Primary School.

    5. Granting economic costs to all nationals studying at the University of the West Indies in all disciplines.  
    6. The Memorandum of Understanding (MOU) between the Government of St. Kitts and Nevis and Southern University in Louisiana, USA, leading to significant benefits in higher education and agriculture.  
    7. Bathroom and electrical upgrades for all schools   
    8. 2 new school buses add to fleet  
    1. Reopening of New Road Family Park.  
    2. Reformation and Relaunch of the Poverty Alleviation Programme (PAP).  
    3. Unveiling of a mural advocating for an end to domestic violence in St. Kitts and Nevis.  
    4. PAP restructured as Livelihood Improvement for Family Transformation (LIFT).  
    5. Launch of Livelihood Improvement for Family Transformation Programme.  
    6. Streamlining LIFT monthly payments through partnership with St. Christopher and Nevis Social Security Board and the Ministry of Social Development and Gender Affairs to administer payments to seniors approved for assistance across the nation through the new LIFT programme.  
    1. Hosting of inaugural Seniors Prom.  
    2. Hosting of the inaugural Kite Flying Festival for Seniors
