The Role and Function of Human Resource in the Public Service

Human Resource Management is a long-established task within the Government’s Management Framework. Through this task the Government meets its obligation to be a good employer; seeks to secure staff commitment; and develops and manages staff to give of their best to help the Government serve the community.

The important function of HR is to provide the advice and services that enable ministries and departments to get things done through people.  The Human Resource Management Department in essence is the link in the Civil Service through which all things and everything concerning personnel gets done. Human resource management is defined as a strategic and coherent approach to the management of an organization’s most valued assets – the people working there who individually and collectively contribute to the achievement of its objectives.

The overall purpose of human resource management is to ensure that the organization is able to achieve success through people. Thus HR functions are concerned with the management and development of people in the organization.  In order to carry out these important human functions the Human Resource Management Department is comprised of the following sections or units where the Chief Personnel Officer is the Head.

As the Head, the Chief Personnel Officer’s principal functions are to provide leadership and promote the development and observance of the highest
possible standards of human resource management practices within the Public Service:

  1. The Registry/Records Unit – deals with all outgoing and incoming correspondences.
  2. The Secretariat – processes job applications, records all leave, processes appointment forms, issues employment and job letters and perform accounting duties
  3. Compensation and Benefits Unit – processes salaries and wages including deductions and payments and ensures that all government employees have insurance coverage.
  4. Training and Development Unit – coordinates local and overseas training including scholarships
  5. Public Service Commission Office – ensures that persons are properly appointed, retired, transferred and disciplined within the rules and regulations of the Service.
  6. Policies, Procedures and Regulations Unit – ensures that the policies and regulations are properly instituted and enforced in the Service.

St. Kitts was once known as the Gibraltar of the West Indies for its domination of 18th- century colonial battles. How the island rose to become the world’s leader in sugarcane cultivation, an inspiration for the industrial revolution in the process.
