Functions of Aviation Department

Designated Appropriate Authority for Civil Aviation Security.

2.1. The designated appropriate authority for civil aviation security (AVSEC) in St Kitts and Nevis is the Minister for Foreign Affairs and Aviation. The Minister has delegated the day to day operational function to the Civil Aviation Division (CAD).

2.2

a) reviewing, updating and enforcing the national civil aviation security programs;

b) coordinating and facilitating National Civil Aviation Committee Meetings;

c) providing technical advice to the Minister;

d) implementing policy decisions by the Minister;

e) providing technical advice to SCASPA and NASPA on civil aviation matters;

f) acting as National Civil Aviation Coordinator for ICAO and TSA;

g) conducting inspections, tests, surveys, audits and investigation of civil aviation security at the Robert Llewellyn Bradshaw and the Vance Amory International Airports;

h) building capacity for civil safety and security;

i) facilitating the work of the Eastern Caribbean Civil Aviation Authority (ECCAA);

j) negotiating air services agreements;

k) facilitating and approving code sharing agreements;

l) assisting in air lifts;

m) advising on chartering issues

n) representing St.Kitts, Nevis at regional and international civil aviation security forums

o) providing technical advise and support to the local civil aviation industry.
